Access by consumers to essential services: Energy, water and sanitation

This report concentrates in particular on ‘non-consumers’, that is those billions of people who are not connected at all to one or all three of the named networked services and so often do not feature in discussions around service provision.

2 Programme: United Nations Development Account – a capacity building programme of the United Nations secretariat . The two reports below came under a programme directed by the central UN secretariat in the context of the COVID-19 pandemic.

2.1 The first report was commissioned in 2020 and extensively discussed in draft in five regional webinars and amended for later publication with a set of recommendations.
